HRC President releases his "Negotiating text" on the HRC review

On February 14, the President of the Human Rights Council (HRC), H.E. Mr. Sihasak Phuangketkeow, released his "Negotiating text" which was drafted after the discussions held on the first day of the Second session of the HRC Review Working Group, February 7th.

This "Negotiating text" will be discussed by States and other stakeholders at the second mini session of the second session of the HRC Working Group to be held on Thursday, February 17 and Friday, February 18 February.

In regards to the part of this "Negotiating text" which concerns the UPR, it contains proposals that are almost identical to those in the Compilation of Contributions presented on February 3rd. The only difference is the removal in paragraph 16 in the Compilation of a sentence fixing the date by which the modalities of the list of speakers need to be adopted: "The Human Rights Council should adopt adequate modalities for establishing the list of speakers by its 18th session."

Therefore the discussions on the UPR held on Monday 7 had no effect on the content of the proposals.
