Cambodian CSOs take stock of UPR implementation

On 29-30 June 2017, UPR Info had the pleasure of participating in a UPR mid-term event in Phnom Penh. Co-organised by the Cambodian Center for Human Rights (CCHR), the chief objective of the event was to conduct a comprehensive assessment of implementation of the recommendations which Cambodia received during its second Universal Periodic Reivew in 2014. The event brought together representatives from national and international CSOs, OHCHR Cambodia and the Royal Government of Cambodia. In addition, the workshop received a lot of media coverage in both radio and printed press.

Amidst two-days of fruitful multi-stakeholder deliberations on the realisation of UPR recommendations and gaps in implementation, UPR Info was delighted to provide the opening session on the modalities of the UPR and how to effectively utilise entry points for CSO involvement. In the panel discussion on Developing Strategic Advocacy Plan​​ for Monitoring the Implementation of UPR Recommendations, UPR Info shared good practices from the region such as the benefits of a nationwide CSO UPR coalition to facilitate reporting and follow-up activities throughout the full UPR cycle.

The vibrant spirit of the workshop, and the willingness of all stakeholders to engage with one another, indicated that the UPR has the potential of delivering on its promise to improve the human rights situation in Cambodia. During the discussions among CSOs on the final day of the workshop it become evident that there was a significant interest in establishing an inclusive CSO UPR coalition to spearhead civil society engagement with the mechanism, particularly in the light of Cambodia’s third UPR in January 2019.

Earlier in 2017, UPR Info launched The Civil Society Compendium: A comprehensive guide for civil society organisations engaging in the Universal Periodic Review. The Compendium aims to serve as a comprehensive guide for civil society actors engaging in the third cycle of the UPR.
