New Guidelines and Deadlines for “Other Stakeholders” Reports for the 4th UPR Cycle

The UPR process provides for the participation of all relevant stakeholders, including NGOs, national human rights institutions (NHRIs) and regional mechanisms.

Among the different ways of engagment, civil society actors can submit written information for the summary report which is considered during the review.

In January 2022, OHCHR has published new guidelines for civil society representatives that wish to contribute to the UPR of their country. The guidelines recall the importance of focusing on, inter alia, the implementation of accepted recommendations and the developments of the human rights situation in the State under review. Civil society is encouraged to include in their written contributions information on the follow-up to the preceding review, as well as on developments or relevant issues not addressed during previous reviews. The translation of the guidelines in the other UN official languages will be made available in the upcoming weeks. The calendar of tentative deadlines for stakeholders’ submissions for the 4th cycle can be found at the this link.

The next UPR Working Group (41st UPR WG)  will review the following 14 countries in November 2022: Bahrain, Ecuador, Tunisia, Morocco, Indonesia, Finland, United Kingdom, India, Brazil, Philippines, Algeria, Poland, Netherlands, South Africa. For these countires,  OHCHR's portal for stakeholders’ submissions will open on 21 February 2022 and will be closing 31 March 2022.
