Ugandan CSOs finalise suggested implementation matrix

In December 2016, over 100 Ugandan CSOs gathered in a five-day workshop in Kampala to analyse the UPR recommendations that the state had received at its UPR in November. Divided into thematic clusters, the participants began to develop a CSO suggested implementation matrix outlining their expectations on the Government during the implementation process. In the matrix, CSOs proposes goals to be achieved by implementing each of the 2nd cycle UPR recommendations made to Uganda and pair them with proposed Government implementation actions. Moreover, the matrix provides indicators to track implementation progress and suggests which ministries and state institutions are responsible for what recommendations.

This document is complemented by a CSO action strategy detailing activities that can be undertaken by civil society to support the Government. In Kenya, a cooperative framework resulted in a Government matrix for UPR implementation. A similar approach in Uganda towards securing national ownership of the UPR is hoped to trigger inclusive and sustainable implementation. To launch the implementation process, a Multi-stakeholder dialogue on UPR implementation is foreseen to take place in Kampala in the aftermath of the adoption of Uganda’s UPR report on 16th March 2017. The objective is to further cement the already fruitful partnership between the Government and CSOs, and to pave the way for inclusive follow-up on UPR recommendations.
